Question asked: How is it mounted? Drill in to fender? Metal bracket?

The Ball / Club Washer attaches to the fender or where ever is best fit for your set up using bolts / nuts. The most common solution is the mark the holes, drill the holes and secure with bolt and nut. Bolts / nuts are not provided.
